ARTICLE V: REGIONAL ORGANIZATION


In order to facilitate two-way communication between the Executive Board
and those persons who administer and work in independent study programs
at the district and county level, the state shall be divided geographically into
regions as may be described and periodically re-described by the official action
of the Executive Board.
A. Bi-annually, the members of CCIS who are identified with each of the regions
shall elect a regional board consisting of:
1. Region Representative
2. Assistant Region Representative
3. Secretary
4. Treasurer
5. and/or Secretary/Treasurer
B. Each officer will serve for a two year term with a maximum of two terms
permitted for successive election to a given office.
C. The Regional Board may appoint additional non-voting members as needed to
carry out the operations of the Regional Board.
D. The Regional Board election shall be held in conjunction with the Executive
Board election and be consistent with the state organization guidelines for
elections as found in Article IV, Section 6.
E. Each region shall follow the CCIS accounting guidelines regarding the
collection, use, and dispersal of region funds.
F. No region shall negotiate contracts with hotels, conference centers, etc. and/or
with other service providers without the written approval of the
Executive Board.
G. All regions shall submit a workshop proposal form to the Vice President for
Executive Board review and will undertake the planning for said workshop
only after receiving written approval from the Executive Board.
H. Within thirty days of holding its workshop, the region treasurer shall
submit a copy of all the financial records, including a list of attendees,
associated with the workshop to the Vice President and state treasurer.
I. At the end of each fiscal year, the region treasurer shall close out all of the
region accounts and books in accordance with CCIS guidelines and send such
records and funds to the State Board Treasurer on or before August 1st of the
next fiscal year.
1. If the region does not meet the August 10th deadline, the 10%
membership rebate due the region will be withheld.
2. If the region continues to ignore the request for these records and
funds, it will be penalized an additional 10% of its region funds by
the state organization for each month thereafter.
3. These penalties will be used by the state organization to offset the
cost of penalties imposed by the State for failing to file CCIS records
on the required dates.
J. All region books and accounts will be audited at the end of each fiscal year by
the accounting firm which audits the state organization's records.
K. All regions will be held financially liable to the state organization to remain
financially solvent and shall not engage in activities for which they have no
support funds.
L. Should a region be in violation of these Bylaws, the following will occur:
1. The Region Board may be relieved of its duties.
2. The Executive Board will oversee all activities of the region until it
becomes compliant.
3. The Executive Board will continue to oversee the regional operations
until it deems the Region Board can maintain compliancy.
4. In the event any elected region officer is unable to carry out his/her
duties, that board member may resign or be asked to resign following a
vote of no confidence by the Executive Board. The Region Board
would then be realigned accordingly.
